Subsequently he served on active duty for 20½ years and attained the rank of Lieutenant Colonel before retiring in 1997. In 2006 he ran for and was elected to the House of Representatives for the 84th House District in Lycoming County. He is currently serving his sixth term. Garth is a member the Chesapeake Bay Commission and currently serves as chairman of the Pennsylvania Delegation and the overall tristate commission. He also serves on the Board of Directors of the Center for Rural Pennsylvania, Pennsylvania College of Technology and Williamsport Regional Airport.
